Born into a labour family, Muriel Heagney joined the Richmond branch of the Political Labour Council in 1906, and was a delegate to the Women's Central Organising Committee in 1909. She was a founding member of the Council of Action for Equal Pay which was established in Sydney in 1937, and was secretary for most of its existence. She returned to Victoria in 1950 and continued to maintain her union and political interests into the 1960s.
